Where can I find a hotel near nightlife and beaches in Cebu, Philippines?

the best resorts in Mactan are Shangri-la and Plantation Bay. it would take just about an hour or more to get to the city, depending on the traffic and the destination.
in my opinion, it would be better if you stayed in Mactan and sacrifice some time for the travel to Cebu City, rather than stay in a hotel in the city.

NS Royal Pension House or Fuente Pension House. Both have web sites. The city isn’t that big so your within minutes taxi ride from everything and the prices are good. Hotels on Mactan or anywhere near the airport are highly over rated and over priced.

Try Marriott Hotel in Cebu City. You are in the crossroads to major restaurants, bars and lounges in the business district. The Waterfront is also another good hotel to stay. Shangrila in Mactan is too far away, isolated from where the night life is. Good luck.

Have you considered Mexico? Prostitution is legal there. You can party with your pals til you just can’t party no more.
The Philippines is not the Navy whorehouse you read about. Yeah you can find some but this is more family oriented now days.
How about Bangkok. They would appreciate you more there.

The trip time will depend on traffic.
From most resorts on Mactan island to the centre of Cebu City is
- Up to 2 hours in peak afternoon traffic
- About 30 to 40 minutes normally
- About 20 minutes late at night
There is adult and non adult nightlife on Mactan island, if you don’t want to travel.
However, in my opinion, all the best nightlife activity, adult or otherwise is to be found in Cebu City. So, I personally would just stay in a hotel in Cebu City then pay to visit a resort on Mactan Island in the day time, if you can find the time.
